The Howard League for Penal Reform is the oldest and most influential penal reform charity in the world, and the first charity to receive consultative status with both the United Nations and the Council of Europe
It was established in 1866 and is named after John Howard, the first prison reformer. The Howard League for Penal Reform is independent of government and funded by voluntary donations.
