Howard League lobbies United Nations

On Monday 20 April, the Howard League for Penal Reform was present at the eighteenth session of the United Nations Commission on Crime Prevention and Criminal Justice in Vienna. Assistant Director, Andrew Neilson, and Monty Raphael, the Howard League's honorary solicitor and the country's leading legal expert in white collar crime, attended the Commission's thematic discussion on Penal reform and the reduction of prison overcrowding, including the provision of legal aid in criminal justice systems.

As a non-governmental organisation with special consultative status with the UN, the Howard League recommended that the Commission considers introducing a framework for the international inspection of human rights in penal establishments, including issues such as prison overcrowding and the use of pre-trial detention. The Howard League also highlighted lessons to be learnt from the UK's use of community sentencing and urged Member States to consider the concept of "real work in prison".
