The Howard League does a wide range of Parliamentary lobbying work. We work with politicians at a local and national level to achieve our political objectives.

Briefings and submissions

We produce expert briefings for parliamentarians and policy makers and produce submissions to consultations.

All Party Parliamentary Group

The All Party Parliamentary Group (APPG) on women in the penal system was set up in July 2009 under the chairmanship of Baroness Corston and with administrative support from the Howard League for Penal Reform to publicise issue around women in the penal system and push for implementation of the Corston Reforms.

Crime and Courts Act

The Crime and Courts Bill was introduced in the Queen’s Speech in May 2012 and received Royal Assent on 25 April 2013. The Howard League’s briefings on the Bill as it progressed through Parliament focused on proposals to make community sentences more punitive.

Justice Select Committee Inquiry on Women Offenders

The Justice Select Committee is currently holding an inquiry on Women Offenders. The Howard League submitted written evidence in September 2012 and our Chief Executive is due to give oral evidence to the Committee on the 29 January 2013.

Justice Select Committee Inquiry on Youth Justice

MPs on the Justice Select Committee are currently holding an inquiry on Youth Justice. The Howard League submitted written evidence to the Committee and our Director of Campaigns gave evidence to MPs on the 19 June.
